re: CPRA request about SCPD and TBSC establishing local surveillance state
Dear Ms. Lehr, U.S. AG Lynch and California AG Harris:
The anti-homeless hate group Take Back Santa Cruz (TBSC) operates a secretive working group to help the Santa Cruz Police Department (SCPD) establish a surveillance state based on privately owned video surveillance cameras.
Please review this webpage which TBSC has now made private, accessible only by password; it is also attached as a PDF:
This is very disturbing. More so because of the SCPD’s history of abusing civil rights, but also because TBSC — a domestic hate group which attacks homeless people — may use this surveillance network for their own criminal hate agenda.
To determine the extent of this spying, I ask for the following from the City of Santa Cruz under the California Public Records Act (CPRA):
1 All correspondence — including electronic content — between the SCPD and the TBSC Cameras Solution Team.
2 The most current maps of cameras operated, owned or accessible to the SCPD.
3 The most current maps provided to the SCPD by the TBSC Camera Mapping Project.
4 The most current directory of cameras operated, owned or accessible to the SCPD.
5 All agreements, understandings and contracts between the SCPD and TBSC about, pertaining to or having the keywords “camera” or “surveillance”.
6 All agreements, understandings and contracts between the SCPD, private businesses and private citizens about, pertaining to or having the keywords “camera” or “surveillance”.
7 All ordinances, agenda items and meeting notes by the City Council or any other body of the City of Santa Cruz related to the TBSC Camera Solutions Team.
I am willing to pay a fee up to $5 for this request. If the cost will exceed that please contact me first. If these records are available electronically I ask they be made available to me electronically via email.
I ask you to waive all fees because the City of Santa Cruz together with the Homeless Services Center (HSC) bankrupted me to retaliate for my advocacy for disabled homeless people, particularly for me petitioning the federal government to investigate the HSC.
The City and the SCPD have allowed Take Back Santa Cruz (TBSC) terrorists — like Tom Cunniff, Jim Spring, Aaron Whiting, James Burtnett, Robin Jansen, Chrissy Brown and Analicia Cube to threaten my sister Patricia Colby and I, to harass and stalk us without sanction. Specifically, the SCPD and the City Council have been racketeering — per the RICO Act — to protect TBSC hate criminals from arrest and prosecution.
I ask again with more urgency that you ensure the City of Santa Cruz does not retaliate against me and those associated with me for my CPRA requests, whether it be through a City agency (like the SCPD), a City contractor (like The John Stewart Company and the HSC) or a city affiliate like the domestic hate group TBSC.
I appreciate you fulfilling your legal obligations.
